Who is Jamil Moutran?

Jamil Moutran’s journey began in California, where he was born and raised. From a young age, Jamil’s parents instilled in him the importance of values such as honesty, integrity, charity, and a strong work ethic. 

My childhood

Childhood & Service

Nearly four decades later, Jamil’s commitment to hard work and the values instilled by his parents remain unchanged. Throughout his childhood, he continued to demonstrate his dedication to public service. By the age of 13, Jamil had joined the San Bernardino County Sheriff’s Office Young Cadet Explorer program, volunteering at the sheriff’s station and earning ride-along credits with deputies. He also conducted drug abuse resistance education (D.A.R.E) presentations at local high schools, spreading awareness about the dangers of drugs and recruiting students to join the Sheriff’s Explorer Cadet program.

Jamil’s passion for public safety led him to attend Police Academy courses while still in high school. By his 18th birthday, he had completed all three levels of the Reserve Police Academy, becoming a Tribal Police Officer at the age of 18. Jamil’s determination to serve as a state peace officer led him to enroll in the Regular Basic Peace Officer academy at the age of 20 and a half, and he was hired as a Police Officer in Riverside County before even graduating.

Career

Throughout his career, Jamil’s work ethic and dedication to his community have been exemplary. In 1998 alone, he served as the Primary Investigating Officer on 2,764 calls for service, making 318 arrests, including 54 Narcotic arrests, 15 drunk driving arrests, 18 domestic violence arrests, 96 warrant arrests, and 55 traffic-related arrests in just 12 months. His exceptional performance earned him recognition as “Officer of the Year” in 1999, as well as a nomination for the prestigious county-wide “Officer of the Year” award. He has received numerous noteworthy accolades, including proclamations from the Riverside County Board of Supervisors, the California State Legislature, the City of Beaumont, the City of Riverside, and the City of Corona. He has also been honored by former California Attorney General Bill Lockyer and received special recognition from former United States Congressional Representatives Ken Calvert and Mary Bono.

After years of serving as a police officer, Jamil realized the toll it was taking on his young children and former wife. In pursuit of a better work-life balance, he transitioned to the private sector and founded Merchants First Choice, a successful electronic payment processing company that quickly became a nationwide company. Despite this new venture, Jamil’s commitment to his community never wavered.

In 2007, Jamil embarked on a new chapter of his life by relocating with his children to the city of El Paso, Texas. It was in this bustling city that he crossed paths with his soulmate, Monica, his beloved new wife. Inspired by his passion for adventure and a desire to share the beauty of El Paso with others, Jamil took a leap of faith and founded “Rent a UTV Off-Road Adventures.” This off-road tour and rental company has since become a local El Paso Attraction, offering individuals visiting El Paso an unparalleled and unforgettable experience.

Public Safety, My Priority

In addition to his entrepreneurial successes, Jamil was also appointed as the Emergency Management Coordinator for the County, further showcasing his dedication to public safety. In this role, he ensures that the county is prepared to effectively respond to and recover from emergencies and disasters, coordinating with various agencies and stakeholders to protect the lives and property of the residents.

Jamil also founded the Texas Rescue Patrol, a non-profit charity and state licensed First Responder Organization that quickly became the largest volunteer Emergency Medical Services agency in Hudspeth County. Under Jamil’s leadership, the organization operates in two Counties, working closely with Fire Departments, EMS, and Law Enforcement Agencies. The Texas Rescue Patrol operates five distinct divisions: search and rescue, K-9 tracking and remains detection, community services, emergency medical services, and a young cadet program.

In 2021, Jamil and his team also founded Desert Haven EMS, a state-licensed EMS provider that serves as the primary 911 ambulance transport service for the Northwest District of Hudspeth County, significantly reducing response times and saving lives.

Jamil’s contributions to public safety have been acknowledged with numerous special awards and recognition. He has received the Sheriff’s Citation Award from El Paso County Sheriff Richard D. Wiles and has been recognized (along with his Staff) by the Hospitals of Providence for saving a patient’s life during a critical accident. His dedication and commitment have earned him respect and admiration from his peers and the community.

Jamil currently serves on several Law Enforcement and Emergency Medical Service Advisory Boards and committees, including serving as a proxy for the County Judge on the Council of Governments First Responder Committee.

Jamil is not alone in his commitment to serving others. His wife, Monica also holds a Public Office and is a licensed registered nurse and emergency care attendant, and his oldest children, Elias and Vaselia are also dual licensed Registered Nurses and EMS providers. Jamil’s youngest son Aaron, just graduated from the Texas Rescue Patrol cadet program and is scheduled to begin EMT school next month.

Jamil and his family are dedicated public safety volunteers, who are commonly seen working together to help save lives within our community.
